To achieve the environmental, climate and energy goals of both Estonia and Europe, it is necessary to create sustainable transport and energy infrastructure, in which the use of hydrogen can also play a role. Green hydrogen can be used to produce carbon-neutral fertilizer, steel or synthetic motor fuels. A prerequisite for its production is the sufficient availability of cheap renewable electricity, the rapid development of production technologies and the emergence of new industrial capabilities (in addition to those mentioned, ammonia, methanol, polymers).
Actions to boost hydrogen uptake:

At the end of 2021, a pilot project for the deployment of green hydrogen in public transport was launched, amounting to 5 million euros. The support was received by Utilitas, which is introducing hydrogen in the taxi industry. The project must be ready by the end of November 2024.

In cooperation between the Ministry of Climate and the Environmental Investment Centre (EIC), a support measure was opened in January 2023 for green hydrogen in the transport sector and as a feedstock for the chemical industry. The measure amounts to €49.1 million, which comes from the European Union's Recovery and Resilience Facility. More information about the call can be found on the website of EIC.

From 2022, the Ministry of Economic Affairs and Communications, together with the joint agency of Enterprise Estonia and KredEx, will implement support for three projects of pan-European importance (IPCEI) for the development of hydrogen technologies.

On 3 March 2023, Minister of Economic Affairs and Infrastructure Riina Sikkut, Minister of Entrepreneurship and Information Technology Kristjan Järvan and Minister of the Environment Madis Kallas signed the Estonian hydrogen roadmap. With this, the state wants to give industry and scientists the confidence to carry out the necessary activities and map the strategic choices where Estonia has the most prospect of developing and using hydrogen technologies.
